![]() Washington State Department of Agriculture update from the Washington Cattlemen's Association: Last week the WSDA held two rule hearings for RCW 16.92 Notices of Infraction-Penalty Schedule. The hearing went well in Olympia. The proposed rules will implement a penalty schedule for individuals that violate the RCW 16.36.116 Transporting livestock on public roads of WA without valid health certificates or permits under chapter 16.36 RCW and WAC 16.54. The testimony at both hearings (Ellensburg and Olympia) recommended that language to clarify that this penalty schedule only apply to imported livestock. The WSDA agreed that this amendment language would be helpful. The final language will include imported livestock, Dr. Eldridge did a great job of reminding everyone that asked that there are no health restrictions or requirements on the transportation of resident livestock within WA State. The other aspect of the rule hearing was the development of a 3 tier penalty matrix for violations of RCW 16.36.116 Transporting or accepting delivery of nonambulatory livestock to, from, or between any livestock market, feedlot, slaughtering facility, or similar facility that trades in livestock. The WCA supports these rules. The hearing examiners file and the comments will now be sent to the Director for his final approval. 3/4/2010 |
